(1) International Wild Camel Workshop 31 August 2000
On the 31 August 2000, the Wild Camel Protection Foundation (WCFP) organised, funded and hosted, as part of our contribution to the UNEP/GEF Medium Size Project (MSP) for the establishment of the Lop Nur Wild Camel National Nature Reserve an International Wild Camel Workshop which was attended by scientists from Mongolia and China and the Vice Ministers of the Environmental Ministry and Protection Agency of both countries. A Letter of Intent was signed by the Director of Policy MNE Mongolia and the Director General Coordination SEPA. This Letter of Intent stated:
LETTER OF INTENT ON WILD BACTRIAN CAMEL PROTECTION BETWEEN
THE STATE ENVIRONMENTAL PROTECTION ADMINISTRATION OF THE PEOPLES REPUBLIC OF CHINA
AND
THE MINISTRY OF NATURE AND ENVIRONMENT OF MONGOLIA
We, the undersigned, realised that China and Mongolia are the only countries
in the world where the wild Bactrian camel exists today. We confirm that our
two countries are already making great efforts to protect the wild Bactrian
camel, through the establishment of Nature Reserves respectively and are
committed to providing where possible complete protection for this highly
endangered species.
While China and Mongolia have initiated separate efforts to protect the wild
Bacteria camel and its habitat, given the migrating habits of the wild
Bactrian camel there are certain areas of its habitat which include land on
the border areas of the two countries.
Based on the "Co-operation Agreement on Natural Environmental Protection
Between the Government of People's Republic of China and the Government of
People's Republic of Mongolia", signed by the two national governments on May
6, 1990, it is our intention to initiate co-operation between China and
Mongolia at all levels on wild Bactrian camel protection and where possible
promote opportunities for a regular exchange of information between China and
Mongolia which would enable the wild Bactrian camel to be fully protected in
both countries.

CONFERENCE RESOLUTIONS
(a) Scientific
1 Support further molecular genetic research and DNA testing on the wild
Bactrian camel, using wild Bactrian camel samples from both China and
Mongolia. Communicate results to both countries, China and Mongolia.
2 Investigate further in both countries, China and Mongolia, the relationship
between the vegetation, underground water supply and the migration routes of
the wild Bactrian camel.
3 Support further analysis of the edible plants available to the wild
Bactrian camel, in both China and Mongolia.
4 Investigate further the wolf numbers, especially in the Great Gobi Reserve
A in Mongolia: the reasons for their increase and suggestions for control.
5 Study further the results of desertification on the wild Bactrian camel's
habitat and investigate methods of control.
6 Study further the wild Bactrian camel's migration habits, and the relative
importance of these migration routes, especially in the International Border
Area between China and Mongolia.
7 Research into the feasibility of increasing the numbers of wild Bactrian
camels by ex situ breeding using the embryo transfer techniques on the
captive wild Bactrian camel populations in both China and Mongolia.
All of the above areas of future study, include a requirement that there be
an exchange of information between the two countries, China and Mongolia.
(b) Management
1. Establish a new Nature Reserve, with effective management, to protect the
wild Bactrian camel in the area in Gansu Province of China which borders The
Great Gobi Reserve A in Mongolia.
2 Implement management methods to ensure the immediate control in the Lop Nur
Arjin Shan Nature Reserve of illegal mining and hunting activities.
3 Review methods for wolf control in The Great Gobi Reserve A in Mongolia.
4 Restoration of dried up oases in The Great Gobi Reserve A in Mongolia.
5 Develop and implement using Nature Reserve management an awareness-raising
and education programmes in both China and Mongolia among the people who
border the wild Camel Nature Reserves.
6 Establish a detailed investigation into the wild Bactrian camel migration
routes in the Nature Reserves in China and Mongolia.
7 Investigate the available water sources in the Nature Reserves, especially
the areas in the Arjin Shan mountains.
8 Investigate methods of control of the domestic camels when they are
utilised by military border posts in Mongolia, border posts which are near
the wild Bactrian camel's habitat.
9 Establish adequate supervisory programmes, in both countries, to monitor
the management of wild Bactrian camels and their habitats.
10 Ensure Nature Reserve management staff establish systems which provide
adequate protection of other wild and endangered species, both plant and
animal in the Nature Reserves of both China and Mongolia.
11 Establish an efficient communication and exchange of information system on
the wild Bactrian camel between China and Mongolia.
12 Make a reliable assessment of wild Bactrian camel numbers in Mongolia,
especially given the wide discrepancy in the statistics.
13 Continue fund raising to build additional checkpoints to ensure effective
control of illegal miners and hunters in the Lop Nur Arjin Shan Nature
Reserve.
14. Establish a data base of information on the wild Bactrian camel and its
habitat and the results of scientific work.
All of the above points which have been recommended, include a requirement that there be an exchange of information between the two countries, China and Mongolia.
(c) Education and Awareness-Raising
1. Prepare educational materials covering all the media for people who live
in the areas bordering the wild Bactrian habitats in both China and Mongolia.
2 Prepare educational materials on the wild Bactrian camel, in all media for
school children, in both China and Mongolia.
3 Prepare educational materials for the employees of legal mining concerns
which operate near the habitat of the wild Bactrian camel in China.
4 Prepare educational materials for local government officials in both China
and Mongolia.
5 Develop further the ongoing educational programme on the wild Bactrian
camel being developed by SEPA in Beijing.
6 Develop further the provincial education and awareness-raising programme
being developed in Xinjiang Environmental Protection Bureau in Urumqi.
7 Develop further the educational programmes and co-operation with the Jane
Goodall Roots and Shoots Programme, specifically to provide awareness-raising
materials on the wild Bactrian camel.
All of the above points which have been recommended, include a requirement
that there be an exchange of information between the two countries, China and
Mongolia.
(2) WILD BACTRIAN CAMEL WORKSHOP HELD IN ULAN BATOR MONGOLIA

In October 2006 the Wild Camel Protection Foundation (WCPF) in collaboration with the United Nations Development Programme, (UNDP) organised, hosted and part funded an international workshop on wild Bactrian camel protection and conservation in China and Mongolia which was attended by scientists from the two countries.
The Conference Resolutions stated that:
Final Statement
The International Workshop on “Conservation and Management of the Wild Bactrian Camel”, Ulaanbaatar, Mongolia, 12-14 October 2006 has, as a result of papers given and conclusions of the three working groups, agreed the following recommendations where joint cooperation between wild bactrian camel Protected Areas in China and Mongolia should take place.
1. An investigation into the carrying capacity of wild bactrian camels in Protected Areas in both China and Mongolia using an Ecosystem approach
2. An investigation into wolf predation in Protected Areas in China and Mongolia
3. The establishment of a trans-boundary International Protected Area including ecological corridors
4. Research into the migration routes of wild bactrian camels between China and Mongolia
5. The effect of human influence and illegal human activities; grazing, hunting, resource extraction and mining within Chinese and Mongolian Protected Areas including Buffer Zones
6. To research the genetic status, hybridization/cross breeding between domestic and wild bactrian camels and their management in China and Mongolia
7. To research the reproductive processes, physiology and behaviour of wild bactrian camels in China and Mongolia
8. To research into diseases of wild bactrian camels and wildlife and domestic interface in China and Mongolia
9. Strengthening Protected Areas management capacity in China and Mongolia
10. To research the effects of climate change in the Protected Areas in China and Mongolia
11. To evaluate ecotourism in Protected Areas in China and Mongolia
12. The establishment of communication links for exchanging data between China and Mongolia to be implemented by nominating positions and a time table for the exchange of information on a regular basis
13. The development of public awareness in Protected Areas in China and Mongolia
14. The resolution of resettlement issues in Protected Areas in China and Mongolia
15. The enforcement of existing environmental laws and regulations for Protected Areas in China and Mongolia
The conference requests China and Mongolia to further strengthen cooperation to resolve all issues relating to the protection of the wild bactrian camel as an umbrella species in their Protected Areas
The conference requests the organizers of this workshop, using this final statement and the conclusions of the three working groups, to identify and secure long term funding sources for the sustainability of wild bactrian camel Protected Areas in China and Mongolia
